It's not entirely true that the factors in aviation safety are hard to do anything about. Something like half of all GA accidents are related to either flying into clouds while not instrument-rated and current, or running out of fuel. It's easy to avoid both of those. The fuel-exhaustion accidents aren't usually fatal, but loss of control in instrument conditions almost invariably is. Joe
